"We discussed changes to EU legislation that would make it possible to stop Russian tankers and seize the oil they transport. And it's doable. We also spoke about ensuring that the 90 billion loan works for Ukrainians as quickly and effectively as possible. And because Russia continues its attacks on our energy infrastructure and our people, we discussed air defense and energy support."

"And we count on 20 sanctions package being strong and efficient. It must be adopted as soon as possible and of course there are a lot of different challenges but we count count on it and this, this is the form of diplomacy, Russia understands, and I thank all leaders who support it. This has to be done in the interest of all Europe."

STORYLINE:
Ukraine's Volodymyr Zelenskyy said on Tuesday that he discussed with Europe leaders "changes to EU legislation that would make it possible to stop Russian tankers and seize the oil they transport."
The Ukrainian President was speaking exactly four years since Russia launched its large-scale invasion of Ukraine, attacking the country from multiple directions.
On Feb. 24, 2022, Russian President Vladimir Putin announced a “special operation," a campaign that many expected to be brief and to end with Kyiv's capitulation.
On Tuesday alongside EU officials Zelenskyy emphasised the need to adopt a new sanctions package as soon as possible and restated his view that protecting Ukraine was important for wider Europe.
European officials traveled to the Ukrainian capital on Tuesday to show their support for Zelenskyy and and the Ukrainian people.
While Putin did not get the quick and overwhelming victory he had hoped for, the cost has been high on both sides. And as Europe’s biggest conflict enters its fifth year, there is no sign of any peace deal despite U.S. diplomatic efforts over the past year.
