This video shows you how to change the OS on a Panasonic CF-53 or CF-31 from 32 bit to 64 bit or do a complete factory restore. Please note this will wipe the hard drive to factory defaults! Do not forget to hit the "F2" button as soon as you see the Panasonic Boot logo.
If your Toughbook does not have a recovery partition and has a Windows 8 sticker on the bottom, you can order a recovery disk or a new hard drive per Panasonic support, transcript below.
Matthew: Hi, I have a new Panasonic CF-53. It came
with Windows 7 Professional but there is no
certificate of authenticity on the PC. There is only
a Windows 8 Pro sticker on the bottom of the machine.
Where can I locate the Windows 7 product key?
Jason: May I have the complete model# for the unit
Jason: Most likely it does not have a standalone 7

Jason: it would have shiped with Win8 and 7 Downgrade
option
Matthew: CF-532JCZYCM
Jason: That is a 7 downgrade unit
Matthew: What happens when the hard drive gets
corrupted and we need to reinstall the OS. How do we
obtain the product key to activate windows?
Jason: You would not reactivate windows
Jason: You would use the Panasonic Recovery image to
reload the OS. It does not require that reactivation
Jason: If you install a retail copy of WIn7 you would
need your Key regardless
Jason: The Units with full WIn7 license the Key is an
OEM Key and could not be used to install Windows
directly. Only the Panasonic recovery image
Matthew: Some of our computers come with no recovery
partition.
Jason: There should be a Recovery disk creation
utility on the drive. Unless another copy of windows
as already been installed. This would erase any
partion
Matthew: So if the partition somehow got deleted,
then we would have to order a new HDD?
Jason: Or contact our parts group to order
replacement Recovery disks

Matthew: If we order a recovery disk, we should be
able to reinstall the Panasonic image and not have to
worry about activating Windows?
Jason: Correct
Matthew: Will this recovery disk also restore the
recovery partition?
Jason: it will. It is an image of how the drive
should have looked leaving the factory. Complete with
drivers and Panasonic apps/dashboard
