Here's a basic explanation and demonstration of how to carry sai tucked in the obi (belt). Mind you, the ufuchiku (Okinawan policemen) didn't wear the kinds of belts that we do today in modern karate/kobudo. The traditional Okinawan belt was much wider and the ends of the belt didn't hang below the waist. (Similar to the belts worn by these festival performers http://www.japanguidebook.com/files/u....
The mainland policemen of feudal Japan carried tessen (single pronged truncheon) that was either tucked in their belts on the side or behind their back, much like the Okinawan policemen wore their sai.
In my video, I demonstrate two ways to tuck sai into the obi. 1) Two sai on the side. And 2) One sai behind the back. Notice, that I have a total of four sai tucked in my belt. This was done for demonstration purposes only. Traditionally, usually a total of three sai might have been carried by ufuchiku. Two was the normal number.
