Victorian Premier Daniel Andrews is privatising VicRoads because "the state is broke and they need the cash", IPA Director of Policy Gideon Rozner.
VicRoads will be partly privatised for four decades in a bid to generate $7.9 billion for the state.
"This isn't Jeff Kennett doing it – this is Daniel Andrews, this is someone who's railed against privatisation in any form for his entire political career," Mr Rozner told Sky News host Peta Credlin.
"He would not be doing this unless he absolutely had to.
"This is crazy Dan's end-of-term clearance sale."
