Ancient languages did not often have special signs or characters to represent figures and numbers. Ancient people usually used their alphabet letters to write both words and numbers. This system was employed, in particular, by Greeks. Slavs, in their turn, borrowed this system from Greeks along with the alphabet letters.
Consequently, only the letters borrowed from Greeks, had a numeric value enabling people to write numbers. All other characters, which were not part of the Greek set, had no numeric meaning.
This video shows the entire Cyrillic alphabet with the letter names and numeric value attached to them.
