The Third Liberty Bond rally in Washington, D.C. features Charlie Chaplin and Mary Pickford. They entertain the crowd as they raise money for the U.S. effort during WWI. Charlie Chaplin speaks to the audience and then "conducts" the orchestra that is gathered. He then dances comically with Marie Dressler. Mary Pickford also addresses the gathered crowd.
