If your partner has opening the bidding, you've responded at the one level and then partner bids a new suit which is lower than their first suit at the 2 level, you can pass this bid. For example 1h 1s 2c.
Partner has shown somewhere between 12 and 17/18 points.
Even though you are allowed to pass a second suit in this situation, if you have 7 plus points , and 4 card support for partner's second suit, you should offer a courtesy raise. You offer this courtesy raise just in case partner is top end of the range for their bid.
