Pelican Bay opened in December 1989 at a cost of $217 million. It was California's answer to out-of-control gang violence in the prison system. The Security Housing Unit (SHU) was designed to completely isolate gang leaders—no windows, no human contact, 23 hours a day in concrete cells.
But the gangs adapted. They developed sophisticated communication methods using kites (tiny notes), coded letters, contraband cell phones, and even corrupt prison staff. Instead of breaking the gangs, Pelican Bay created martyrs and legends.
🏛️ THE LANDMARK SETTLEMENT:
In 2015, after years of litigation in Ashker v. Governor of California, the state agreed to:
End indefinite solitary confinement based solely on gang affiliation
Create step-down programs for long-term SHU inmates
Review all inmates who'd been in SHU for 10+ years
Move hundreds from isolation to general population
Between 2015-2016, men who'd been isolated for 20-30 years walked out of their cells for the first time in decades. Some adapted. Some couldn't. Some requested to return because isolation was all they knew.
