AMD GPUs have this issue with 0 rpm with the factory ROM that it comes with. No matter what drivers you install it was demanding to go to AMD Adrenalin Software to load the saved Fan Cure again for the fans to kick-in, after every reboot.
Annoying it was! So recently came across a forum and found this fix, so please try this and let me know if this works for you guys!
