Petitioners criticized municipal authorities for inadequate sterilization efforts over the past 25 years, while senior advocate Kapil Sibal proposed the internationally recognized CSVR (Capture, Sterilize, Vaccinate, Release) method to reduce human-animal conflict. The SC noted the rising dog bite incidents in institutional areas, including schools, hospitals, and railway stations, and recommended fencing roads and expressways to prevent animal intrusions. National Highways Authority of India (NHAI) has identified vulnerable stretches, but state governments must enforce compliance. The court also directed that stray dogs removed from public areas should not be returned to the same locations. The hearings remain ongoing.
