The above graphs are significant because the lifebar sizes have no bearing on how much HP the boss actually has—it's purely for dramatic effect. It makes sense to me, then, that the reason they fluctuate like they do is because they made the algorithms for A-License and didn't adjust them for B or S.
On a further note, those 6HKO ranges I mentioned for early S-License enemies get doubled on Very Hard... As such, I find it's often not worth the effort fighting Very Hard enemies till you get the Ground Crawler.
In any case, there's no hard proof that any of what I'm saying is correct—it's merely what makes the most sense to me. I definitely think my idea provides the smoothest difficulty curve, if nothing else.
