In the Los Angeles City Department of Animal Services’s jurisdiction: all dogs and cats over four months of age within the City of Los Angeles must be spayed or neutered, with some exemptions.
If owners fail to comply: in the City of LA the ordinance states that violations are subject to fines starting at about US$100 (or more) and future violations may bring misdemeanor charges.
For Los Angeles County specifically, the ordinance spells out that a second violation may be a misdemeanor punishable by jail up to six months or a fine up to US$1,000, or both.
🤝 Access, Programs & Subsidies
The City offers two key subsidy/coupon programs: (1) a Discount Coupon for sterilization fees (covering some cost, $30-50) for up to three dogs and three cats and three rabbits per household.
A Free Certificate Program for qualifying low-income residents of the city.
Residents are limited to three spay/neuter certificates or coupons per species (dog, cat, rabbit) under the City’s program.

The County states that its shelters receive approximately 35,000 animals each year (dogs + cats) in LA County.
