Shopkeepers and encroachers, backed by what locals describe as an “encroachment mafia,” appear to have resumed operations soon after the crackdown, making the official drive seem ineffective.

Citizens are questioning how a large-scale operation failed to bring lasting results and why enforcement agencies are unable to control illegal occupations of public spaces.
