First, click on an empty area of the timeline and select the rectangle tool. Use this tool to create a rectangle around the text. Next, select the selection tool and go to the effect controls. Expand the shape and uncheck the fill property. Instead, check the stroke and set the width to 25. Make sure to position the rectangle so that the text is in the middle.

Place the rectangle at the start of your timeline and search for the crop effect in the effects panel. Drag and drop the crop effect into the rectangle. Hold the alt key and drag the rectangle to the track above, creating four rectangles in total. With the top rectangle selected, move the playhead to the start and increase the bottom value until only the top line is visible. Then, increase the right value until the line is not visible in the preview window. Click on the stopwatch next to it to create a starting keyframe.

For the second line, drag the second keyframe closer to the first one to speed up the animation. Use the small triangles to position the playhead above the last keyframe. Repeat this process for the remaining lines, making sure to adjust the values accordingly. Finally, increase the length of all rectangles to match the length of your text, and voila! Your border reveal effect in Premiere Pro is complete.
