For a long time I thought all the courses were available in some form of DLC.
Nothing was ever released other than the Samba GP course though, so I guess 2/3 of the tracks really are unused.
Also, I should probably mention that the Samba GP course is actually the third track in the list. Unused Course 1 takes up the second slot.
26 September 2017: Thanks to modding advances, you can now play the full Samba GP DLC pack (including the SS posters) in the PC version! Recreation by PkR:
