A panel appointed by the central government to recommend reforms in entrance examinations and reduce students’ reliance on coaching centres is examining the option of conducting key entrance tests at the Class 11 level or aligning school examinations with the same level of difficulty. Officials confirmed that the proposal is under active review.

The committee is studying whether the current difficulty level of major entrance examinations matches the Class 12 syllabus, which forms the academic basis for these tests. The analysis aims to assess gaps between school education and competitive examinations.

In 2025, the Ministry of Education constituted a nine-member committee to review concerns related to the coaching sector, the growth of dummy schools and the transparency and fairness of entrance examinations.

Headed by Higher Education Secretary Vineet Joshi, the panel is tasked with recommending steps to reduce students’ dependence on coaching institutes for entry into higher education.

During a recent meeting, stakeholders proposed that certain entrance examinations could be conducted at the Class 11 stage or that Class 11 assessments should follow the same multiple-choice question format used in entrance tests. Officials said the feasibility of these suggestions is currently being evaluated.

The committee is also identifying shortcomings within the existing school system that drive students towards coaching centres. These include limited emphasis on critical thinking, logical reasoning, analytical ability and innovation, along with a continued focus on rote learning.

Other proposals submitted to the panel include regulating coaching hours, restructuring school curricula to reflect post-school competitive examinations and increasing the weightage of board examination scores in admissions.

The panel is further reviewing awareness levels among students and parents about diverse career options and how limited awareness contributes to excessive focus on a small number of institutions. It is also assessing the reach and quality of career counselling services in schools and colleges, with the aim of strengthening career guidance mechanisms.

The committee comprises the Chairperson of the Central Board of Secondary Education, joint secretaries from the school and higher education departments, representatives from IIT Madras, NIT Trichy, IIT Kanpur and the National Council of Educational Research and Training, along with principals from a Kendriya Vidyalaya, a Navodaya Vidyalaya and a private school.
