English Summary
The film tells the story of Albania's preparations for the Declaration of Independence in 1912. In the North and South, major uprisings broke out against the Ottoman invaders, demonstrating the determination of the Albanian people for freedom. These uprisings weakened Ottoman rule and paved the way for further national actions.

In this historical situation, the chauvinist forces of the Balkans sought to divide Albania, so it became necessary for the Albanians to act with unity. Ismail Qemali, as a well-known personality and diplomat, took upon himself the task of organizing independence. He, together with other patriots, worked to convince the Albanian delegates to gather in Vlora.

On November 28, 1912, at the house of Xhemil Bey in Vlora, Ismail Qemali raised the national flag and declared Albania an independent state.

Në Veri dhe në Jug shpërthyen kryengritje të mëdha kundër pushtuesve osmanë, të cilat treguan vendosmërinë e popullit shqiptar për liri. Këto kryengritje dobësuan sundimin osman dhe i hapën rrugën veprimeve të mëtejshme kombëtare.

Në këtë situatë historike, forcat shoviniste të Ballkanit kërkonin të copëtonin Shqipërinë, ndaj u bë e domosdoshme që shqiptarët të vepronin me unitet. Ismail Qemali, si personalitet i njohur dhe diplomat, mori mbi vete detyrën për të organizuar pavarësinë. Ai, së bashku me patriotë të tjerë, punoi për të bindur delegatët shqiptarë të mblidheshin në Vlorë.

Më 28 Nëntor 1912, në shtëpinë e Xhemil Bej Vlorës, Ismail Qemali ngriti flamurin kombëtar dhe shpalli Shqipërinë shtet të pavarur.
