The BJP seeks a clear definition of the Anti-National activities in the bill so that it may not be used against legitimate political dissent. The party which is the main opposition group in both the Lok Sabha and the Rajya Sabha is of the opinion that the ruling party statements about consensus are motivated by its lack of a majority in the Rajya Sabha and that consensus just cannot be reached unless the BJP is consulted and it's amendments included in the bill.
