This kind of rose is very hardy and can be pruned back very low to the ground. It's good for it. This takes about 5 minutes. No fancy tools needed but wear gloves.
The principles apply to most shrubs: we have more control than people often realize. Prune the branches to foster the growth and shape that you want.
