Should you use the artifact strongboxes in 4.0? What else can you do with your garbage artifact rolls?
I completely understand you not wanting to waste your hard earned artifacts, and there are 3 things you can do with the ones you don't really want. You can just use them to level up other artifacts, or if you're ok with some of the substats, roll it up and use it to hold some exp if you still don't like what you see. (Just remember you lose 20% of what you put in!)
Finally, you can throw those 5 Star artifacts into the Artifact Strongbox, choosing which set you want more artifacts from. While you don't have better rates of returns, you still have decent chances to get really good artifacts!
