A flag of convenience (FOC) refers to the practice of registering a ship in a country other than the country of the ship's owners. Ships are often registered under flags of countries with more relaxed regulations, lower taxes, and fewer labor restrictions, enabling shipowners to reduce operating costs. These countries are called "flag states."
Some common features of FOC include:
• Lower taxes and fees: Countries offering FOCs often have reduced taxation.
• Simplified regulations: Shipowners are subject to less stringent labor, safety, and environmental regulations.
• Open registries: Many FOC countries allow foreign-owned ships to register without requiring the owner to have a physical presence in that country.
However, the FOC system has been criticized for leading to:

• Weak enforcement of regulations: Flag states may not rigorously enforce international standards, leading to substandard ship operations.
