Adding school capacity to a county that has a lot of planned growth is what Adequate Public Facilities is all about. Actually it is not...just simply adding a random amount of capacity does not assure adequacy. APFO should be able to assure all services are adequate as planned growth occurs. The individual schools and the system as a whole need adequacy provisions. This video shows the HCPSS BOE starting the reallocation process for students to open a new facility with much debate whether or not to call the domino effects to all schools "countywide redistricting" or "Inclusive of the entire county"... (it's kind of the same thing).
