NATO Secretary General Mark Rutte delivers a keynote speech to a Munich Security Conference event in Berlin. Ukraine has sent a proposal to President Trump on territorial concessions it would be prepared to make to end the war against Russia, the German chancellor has confirmed. Friedrich Merz said the proposal was sent after he and other European leaders had spoken by phone with Trump on Wednesday and that they would “finalise the documents together with the American government over the weekend”.

“It mainly concerns the question of what territorial concessions Ukraine is prepared to make,” Merz said. He cautioned, however, that ultimately “the Ukrainian president and the Ukrainian people have to answer the question”.

In a joint press conference with Mark Rutte, secretary general of Nato, Merz said: “It would be a mistake to force the Ukrainian president into a peace that his people will not accept after four years of suffering and death.”
The latest US-drafted peace proposal includes the creation of a demilitarised zone and security guarantees for Ukraine in line with Nato’s Article 5, the alliance’s clause of mutual defence, CNN reported earlier, citing two European diplomats familiar with the plan.
