Given that there is a total of 41 characters in Project M, I assumed that setting three CPUs to 14 stocks each (42 stocks in total) would give me a battle similar to the actual All Star Mode.
I couldn't have been more wrong.
As it turns out, which character the CPU becomes is actually determined by RNG that you can actually modify, similarly to items. You can even modify if the CPU gets the "Pity Final Smash" which is getting a Final Smash right after spawning if it's behind in stock count or score. Again, I didn't realize this in the beginning, but I did modify a Lucario to not have a Pity Final Smash (As I couldn't dodge it no matter how much I tried) and modified a Jigglypuff to appear (I was going to shield break it, but it never went out like I wanted it to).
