Gavin Newsom just told Trump exactly where he can put his blackmail.

California is leading a multistate lawsuit to stop the Trump administration from using $150 million in congressionally approved public safety money as a bargaining chip to force states into rewriting their election laws. This is money that trains first responders, hardens cybersecurity systems, buys emergency equipment, and prepares communities for terrorism and catastrophic threats. Trump wants to dangle it over states until they do what he says about how they run their elections.

Newsom did not soften it.

"Time after time, courts have told Trump's corrupt administration that it can't coerce California into doing its bidding by threatening to withhold public safety funding. Yet, they're coming back for more."

He went further, laying out what the administration is actually demanding: that states rewrite their own election laws to access money that pays for public safety readiness and response, money Congress already approved.

"We simply won't allow it."

The conditions are not subtle. States would have to adopt Trump's preferred election policies to keep their full funding, including verifying voter citizenship through an error-prone federal system and switching to hand-marked paper ballots. States that refuse could lose 20 percent of their awards. States would also be forced to spend their own budgets and personnel helping with federal civil immigration enforcement, conditions courts have already blocked once before. And FEMA would get sweeping authority to cut off disaster funding at any moment based on vague "agency priorities."

Translated: comply, or your firefighters and emergency responders pay the price.

Attorney General Rob Bonta, who is partnering with Newsom on the suit, pointed out the obvious problem with Trump's strategy.

"President Trump has little support for both his mass deportation agenda and his baseless claims of election fraud, so instead, he's trying to bully state and local governments into adopting his preferred policies in exchange for much-needed funding."

Bonta noted the administration has already lost similar fights in court and predicted this attempt will fail too. He is not guessing. In 2025 he sued over immigration conditions attached to homeland security grants and a federal court permanently blocked them. In May 2026, the administration dropped its appeal in another multistate case over homeland security cuts, handing California the win outright.

This is the third time Trump has tried the same trick on the same governor. It has not worked yet.

Newsom has been building this wall for a while. In May he signed Senate Bill 73, tightening protections around ballots, voting technology, and law enforcement interference in elections, part of a broader commitment to shield California's elections from federal overreach.

The coalition's legal argument is straightforward. Congress never gave DHS or FEMA the authority to attach sweeping political conditions to these grants, the agencies skipped required procedures, and coercing states with vague funding threats unrelated to the purpose of the money violates the Spending Clause.

Money approved to protect Americans from terrorism is not a lever for a political agenda. Newsom said it plainly and then filed the paperwork to prove it.

Trump keeps testing how far he can push a governor who does not scare. He keeps getting the same answer.
