A plan by the Dutch government to tow a freighter that is burning near its coast was delayed on July 29. The setback was caused by a change in wind direction. The cargo ship carrying thousands of vehicles caught fire days earlier, but the blaze is losing intensity. An electric car is suspected of sparking the deadly blaze. One sailor died after he and 22 others were rescued from the burning ship.
