Keynote Overview:
This keynote addresses the evolving landscape of health financing in Africa amid declining donor support and the urgent need to strengthen domestic financing with a strong focus on equity and sustainability. Development assistance for health in sub Saharan Africa is expected to decline, while domestic health spending is not increasing fast enough to close the gap. Many African countries continue to rely on external funding for more than one third of total health expenditures, underscoring the need for new and resilient financing approaches.
The session explores how African nations and their partners can accelerate domestic resource mobilization for health, including through innovative taxation, health insurance schemes, and strategic budget prioritization, while ensuring equitable allocation of resources to priority services and vulnerable populations.
The keynote title, “From Aid to Equity,” reflects a transformative shift from donor dependence toward country owned and equitable financing as the foundation for achieving sustainable Universal Health Coverage.
