The US has long planned to return people to the moon before China does.
However, the US lunar project with its over-budget rocket-system is at risk of being cancelled as one of the first acts of Elon Musk's government efficiency drive.
The concern is that areas of NASA’s work would be contracted out to private companies and the only projects advanced enough are Musk's SpaceX and Jeff Bezos' Blue Origin.
