After four years of bitter fighting, the Empire of Japan surrendered to the Allies in 1945, beginning a six-year period of occupation. Despite initial fear and confusion, the occupying forces had come not to conquer, but to rebuild. Under the command of General Douglas MacArthur, Allied forces enacted sweeping reforms, enacting a democratic constitution, guaranteeing human rights, strengthening the Japanese peacetime economy, and establishing the beginnings of an alliance with the fledgling democracy.
