Abilene apartment complex evicts disabled veteran amid billing, management concerns

A management change at The Grand at Buffalo Run is again raising concerns among residents, including a disabled veteran who said she received a 24-hour notice to vacate after disputing what she described as unexplained spikes in her monthly energy bill.
Lisa Harvey, a retired veteran and ACU student on a fixed income, has lived at the complex for three years. After recently graduating from ACU, she said her experience was peaceful until management changed hands last August, when the property rebranded from The Arch to The Grand at Buffalo Run.
The complex has previously drawn attention after multiple residents received eviction notices amid confusion over rent payments during a management transition. Harvey said she is now facing a similar battle.
Harvey said her monthly energy bill jumped in August from about $30 to $40 to as much as $65 to $85. She said she continued paying on time but questioned the increase.
“That’s why I turned it off, like in August. Because, you know, when I asked her to check it, I was just like, you know, something’s wrong with it,” Harvey said.
After months of back-and-forth, Harvey said she turned off power to the unit, but still received a bill between $65 and $85 that month.
When she contacted Conservice Energy, the utility billing company, Harvey said she was told the apartment complex is responsible for meter readings and that the bill appeared to be tied to a meter issue that could be adjusted.
“They would need to go to the property and assess the credit. They can adjust your bill because they can see that it should be. It was a meter issue,” a Conservice Energy representative said in a phone recording.
Harvey said she contacted both the leasing office and corporate management multiple times but did not get a resolution. Instead of an adjustment, she said leasing agents dismissed her concerns and refused to acknowledge any issue.
She said a verbal dispute later occurred during a follow-up visit to the office and staff threatened to call police. Harvey said she left immediately.
When she returned home, she said she found a notice posted to her door.
“This says here, you have violated lease as follows. You are hereby notified of a 24-hour notice to vacate due to threatening conduct, violent language, and disrespect toward staff members,” Harvey said. “And when I looked at the lease paragraphs they referenced, they don’t correlate to anything they’re accusing me of.”
Harvey questioned how she could move out on such short notice.
“You know, I am a disabled veteran. How am I supposed to get all of this stuff in with one day? It’s just you can tell they do things just out of spite. It’s like their intent is to do people harm,” she said.
Staff at the leasing office referred questions to corporate management.
KTXS sent requests for comment to the complex’s property management and its PR team, but no response had been received.
They just closed off all communication and sent an eviction notice like I’m trash,” she said.
Harvey said she feels intimidated and wants to finish out her lease and move on.
