This is the process I used to adjust and tune a Tektro V-brake (linear pull) that was rubbing, noisy and had sluggish performance overall.
This style brake will vary in design with different brands, but most of these tips will apply to all. If the cable housing is kinked or damaged, or the inner cable is corroded, I'll replace the cable.
