The opposition has submitted a notice of a no-confidence motion against Lok Sabha Speaker Om Birla to the Secretary-General of the Lok Sabha. This notice has been given under Rule 94(c). The opposition alleges that the Leader of the Opposition is not being allowed to speak in the House, which is why this step was taken.
What is Rule 94(c)?
Rule 94(c) of the Rules of Procedure and Conduct of Business in Lok Sabha deals with a motion for removal of the Speaker or Deputy Speaker.
It provides the procedural framework for moving such a motion in the House.
How can the Lok Sabha Speaker be removed?
The Indian Constitution (Article 94) clearly lays down the process:
A Speaker can be removed only by a resolution passed by a majority of the total membership of the Lok Sabha.
To move this resolution, a written notice must be given at least 14 days in advance.
The notice must be submitted to the Secretary-General of the Lok Sabha.
After the 14-day notice period, the motion can be formally taken up in the House for discussion and voting.
If the motion gets the required majority, the Speaker ceases to hold office.
In short, Rule 94(c) explains how the notice is given, while Article 94 of the Constitution explains how the Speaker can actually be removed.

लोकसभा स्पीकर ओम बिरला के खिलाफ विपक्ष ने अविश्वास प्रस्ताव का नोटिस लोकसभा महासचिव को सौंपा है. विपक्षी पार्टियों ने 94 C नियम के तहत स्पीकर को हटाने के लिए अविश्वास प्रस्ताव नोटिस दिया है. विपक्षी पार्टियों ने लोकसभा में प्रतिपक्ष के नेता को बोलने नहीं देने के आरोप में यह कदम उठाया है. ऐसे में सवाल है कि आखिर ये 94 C नियम है क्या और लोकसभा स्पीकर को पद से हटाने का नियम क्या है
