Baraka, accompanied by aides, fire officials, and protesters, sought entry to enforce city inspections after raising concerns over regulatory violations and questioning whether the facility had a valid certificate of occupancy. GEO Group claims it holds a valid certificate, while the city argues a new one is required due to changes in use. Baraka left after a few hours, leaving a citation, and vowed to return.
