This video shows how the Addicks and Barker Dam Safety Program Construction Project continues to make progress. Rick Villagomez, a USACE Corps professional engineer with over 33 years of engineering experience, talks about the safety concerns that started the $75 million dollar project. Brandon Smolinsky also narrates the ongoing progress. The project began in 2009 after seepage and cracks were discovered. The Corps also announced the structures as "High Risk" due to the urbanization and continued population growth around the reservoirs should there be a dam failure. The Corps began
a Dam Safety program that included community Town Hall meetings and public tours. From 2010 to pre-Harvey flooding, 66 public outreach and 63 stakeholder meetings were conducted to inform people around the reservoirs of the associated risks of living near the dams. The Addicks and Barker Dams are not designed or intended to prevent all flooding by every massive storm in the Houston area, and cannot, in practice, prevent all flooding during such storms.
