First of all your picture column should be image datatype.
1. insert image in picture column using asp.net c#.
2. add a crystal report viewer from toolbox.
3. create new crystal report and desng with the database table.
4. just drag and drop the picture from field explorer in crystalreport.
5. just write code in asp.net event to load crystal report in your web form.
