In a cargo hub in Kiryat Gat, southern Israel, U.S. troops have begun coordinating efforts to monitor Gaza’s fragile ceasefire and to plan an international stabilization force, a core element of President Donald Trump’s peace proposal.

Around 200 U.S. military personnel — experts in transport, security, and engineering — are now stationed at the Civil-Military Coordination Center, alongside Israeli, British, and Canadian officers. Their task: to organize aid flow and draft logistics for a multinational deployment into Gaza once terms are agreed.

U.S. Secretary of State Marco Rubio, visiting the site on Friday, said talks were underway to define the force’s rules of engagement and whether it would operate under a U.N. mandate. Rubio stressed that any deployment would include countries acceptable to Israel, mentioning ongoing dialogue with Egypt, Indonesia, and the Gulf states.

“As we build this force, it will have to include partners Israel is comfortable with,” Rubio said.

While Washington has ruled out sending U.S. combat troops, it is pressing allies to contribute personnel. However, many nations are hesitant, wary of the mission’s unclear structure and the risk of direct clashes with Hamas, which has not agreed to disarm.

Diplomatic sources told Reuters one proposal envisions two forces — one securing the Israel-Gaza border and another operating inside Gaza, potentially supported by Palestinian Authority units trained in Egypt and Jordan.
Meanwhile, Israeli Prime Minister Benjamin Netanyahu has signaled resistance to Turkish participation, even as Vice President JD Vance hinted that Gulf states and Indonesia could still join.

Analysts say that if the international force fails to materialize and Hamas refuses to lay down arms, Israel may resume the war to prevent new threats from emerging.
