Street Musician plays to the public on Xmas Eve at The Malls Basingstoke. The public enjoy the music. Many say “thanks”, some even drop a tip, some ask for requests. Nothing but positivity and festive cheer. Then “Security” show up, claiming it’s “their” private property when in fact The Malls is owned by Basingstoke & Deane Borough Council, ie the public.
No “license” is required to busk as per the Licensing Act 2003 & The Live Music Act 2012. No insurance is required either, which seems reasonable as playing a guitar is not driving a car.
There was no reasonable excuse for these Kingdom Security personnel to seize property and assault a musician that was causing no problems - in fact the public were very much enjoying the music and were not happy that Security stopped it.
Thank you to the good people of Basingstoke that enjoyed the music and tried to do the right thing.
In Basingstoke Council’s publication “Concept Masterplan - a Vision for the future”, it states: “incidental activities like busking and street performance should be encouraged, they make the streets more interesting and dynamic and add some colour.” So I thought I’d be welcomed. Yet Kingdom Security behave like this on Council land, completely contradictory to what I had read from The Council’s Concept Masterplan.
