A letter has reportedly been submitted by the National Ex-Servicemen Coordination Committee (Bihar), raising a clear point: a welfare scheme should not restrict safety. Modern cars with essential safety features like multiple airbags, 360-degree cameras, and ADAS often cross the existing ceiling limits, especially for jawans. The concern is that if the ceiling remains low, many personnel cannot choose a vehicle that matches today’s safety standards.

Another practical issue is family requirement. A married jawan with children and dependent parents may need a 7-seater vehicle. But 7-seaters with proper safety features usually fall above the lower rank-based ceiling, which again becomes a safety and dignity concern. The argument is simple: if CSD is a welfare system, it should support safe and suitable choices, not force compromises.

The equality angle is also highlighted. Article 14 of the Constitution speaks about equality. When a welfare entitlement is available through CSD, the question is why the same facility is restricted differently purely on the basis of rank, especially when the reason is safety and family need rather than luxury.

What could be the government’s concern? The biggest concern is likely the GST concession provided under the welfare framework. If the ceiling is removed completely, authorities may fear that higher-priced purchases could increase the concession burden. However, the counter-argument is that the number of serving and retired personnel who actually buy cars through CSD is limited, and most people purchase only once or twice in a lifetime.

A practical solution discussed in this video is a balanced model: keep a common minimum ceiling (for example, a safety-focused limit) that allows most safe family cars, and if someone wants to buy above that limit, they can pay the additional GST/charges above the threshold. A similar “threshold benefit” structure exists in other welfare policies, where benefit applies up to a defined limit and extra value is charged separately.
