SAFE HARBOUR | Fallout 76 Free States Camp Build

Welcome to Safe Harbour — a scrappy Free States sanctuary rising from the middle of a forgotten Appalachian lake.

Built within a decommissioned emergency steam release tower, this isolated lighthouse-style refuge became the final stronghold for a small band of Free States soldiers driven from the mainland by the Brotherhood of Steel.

After losing control of Thunder Mountain Power Plant to Taggerdy’s Thunder, the Free States were forced to flee. With nowhere left to run, they claimed this abandoned structure — once used to vent excess steam when the plant ran at full capacity.

Here, surrounded by deep water and thick concrete walls, they found temporary salvation.

From this tower, they watched from afar as the Brotherhood met its end at Thunder Mountain — waiting, surviving, and hoping the storms would pass.

Safe Harbour stands as a symbol of Free States resilience:
scrappy, improvised, paranoid — but free.
