Sulina (Greek: Σουλινάς-Soulinás) is a town in Tulcea County, Dobrogea, Romania. It has a population of 3,663 inhabitants. Sulina is not directly connected to the Romanian road network and can only be reached by water, either on the Danube or on the Black Sea.
Sulina is the city in Romania located at the lowest average altitude, only 4 m above sea level. The city stretches along the Danube, with most of the habitat on the right bank.

Unlike the rest of the Danube Delta, the city's surroundings are made up of sandy and salty soils, partially wet, furrowed by canals. In dry and salty areas the vegetation is specific to the dunes, such as sea buckthorn (Tamarix ramosissima). In swampy areas predominate reeds (genus Phragmites), rushes (genus Typha), frog izma (Mentha aquatica), water hemlock (Cicuta virosa), hornbeam (Trapa natans) and less often white water lily (Nymphaea alba). The out-of-town area is notable for the absence of large trees, there is a single cluster of acacias (Robini pseudacacia) at the entrance to the city. Otherwise, willows (Salix babylonica), poplars, ashes (Fraxinus excelsior) and crocodiles (Prunus cerasifera) can be found in the city, the consecrated fruit trees being rarer.

In the legendary chapter there is the statement that Sulina existed since the 6th - 7th centuries BC, as the land of the famous Cimmerian Thracians. In the probable history, it is known that the ancient Greeks and Romans crossed the Danube Delta in their expeditions on the Danube and the sea, without any port being signaled or leaving any archeological trace in the current area of ​​Sulina, and without being certain that navigation was then possible on the later arm called Sulina, then more twisted by meanders and less significant in flow than today.

In the chapter on “proven and written history”, the documents present Sulina starting with the Byzantine period, the first mention being due to Constantine Porphyrogenitus who, in his work De Administrando Imperii, mentions him as Solina. The Byzantine chronicles also mention that the Greek fleet passed through here in the defense expeditions against the Bulgarians, prior to the battle of Ongal (year 680). Then, Sulina can be found in several portulans and Italian maps from the 14th and 15th centuries, including the map drawn up by Pietro Visconti in 1327 and the Genoese portulan from the 14th century, printed by the scholar Dimitrios Tagias.

Most of the information about the town of Sulina begins to appear from the 18th century, when the Turks chose the water route to Constantinople passing on the Sulina arm, which at that time became the most navigable. In 1800, Sulina had 8722 souls, being cosmopolitan made up of Romanians, Turks, Greeks, Armenians, Jews, Russians and Italians alike and named by the writer Jean Bart (Eugeniu P. Botez), former captain of the port of Sulina, Europolis.

Sulina gained city status in the 19th century, with the establishment of the European Danube Commission, which transformed the town from a fishing village into an important city for European river traffic. The Palace of the European Commission of the Danube and the Lighthouse of Sulina are two of the important monuments of the city, dating from 1860 and 1870.

During the Second World War, according to information provided by the Lighthouse Museum of the European Commission on the Danube, Sulina was destroyed by over 80% by Soviet bombing.

Here is a maritime cemetery, unique in the country and even in Europe.
