Many people look at how Robert Plant's voice has changed over the years, and ask why he can't sing like he used to. I'm guessing that he just doesn't WANT to sing like that anymore. I'm sure he COULD if he wanted to, just like YOU can if you want to. It takes a LOT of practice of the technique though, and many aren't willing to put the time in! I have to transform my voice every year in October for a Led Zeppelin tribute show called Whole Lotta Zepp. It is a really great show with 3 drummers and several other musicians that are the TOP of their game and make the music sound EXACTLY like Led Zeppelin, so the pressure is on my to sound EXACTLY (as much as possible!) like Robert Plant.
