The Sumerian cuneiform record is unambiguous on a single point that modern archaeology has largely overlooked: the ziggurat was never a public temple. Wikipedia, World History Encyclopedia, and History on the Net all confirm that only priests were permitted inside, and the summit shrine — where the god was believed to physically reside — was accessible to a hierarchy so narrow that most priests never reached it.
The Ekur at Nippur, house of Enlil and the most sacred structure in all of Mesopotamia, required royal recognition before any king could claim legitimate rule (ISAC, University of Chicago). Kings ascending the throne at Kish, Ur, and Isin made the journey to Nippur specifically because only Enlil's inner priesthood could ratify their divine mandate. The Etemenanki of Babylon — the ziggurat most scholars associate with the Tower of Babel — housed Marduk's shrine at its summit within the Esagila complex, entry to which was governed by priestly bloodlines whose genealogies were recorded on cuneiform tablets across generations.
What the records reveal is a system so precisely tiered it mirrors the divine hierarchy described in the tablets themselves. The Metropolitan Museum of Art notes that Babylonian theologians ranked the gods numerically — Anu at 60, Enlil at 50, Enki at 40 — and the priestly access structure mapped directly onto this: the higher the god, the fewer the humans permitted into the presence.
