At first, the city of Portsmouth refused to reimburse the owners of an Olde Towne apartment after police broke in as they were pursuing a murder suspect last October, even though he did not live there. Thursday, Portsmouth Police Chief Stephen Jenkins said they would fully reimburse the apartment owners for the damage caused.
