In previous attempt, I froze Arbiter during meteor drop in second phase. It delayed his mechanic and resulted in slam and meteor explosion at the same time, pushing me into one shot.
I had spare Uber Arbiter Fragments and went right back in for this kill.
Why Arbiter didn't Heal in Second Phase?
Bloodmage Ascendancy node, Whispers of the Flesh, reduces life regeneration of the cursed targets by 100%. Arbiter is cursable during phase transition/healing. So, ascendancy blocks it.
