I've timestamped where the stages of the painting steps. Watch it all the way through, then use the timestamps to quickly and easily go specific spots. (Don't worry - while there seems to be a lot of steps, they're all very easy).

Pencil in your design - :14
Base layer of Titanium White - 1:15
Write out your sentiment - 2:25
Paint the horizon line - 2:57
Paint the leaves - 4:02
Paint the heart - 5:34
Paint gold around heart/leaves - 7:52
Paint paint a gold border on the back - 8:45

If you're new to painting rocks, I suggest you watch through the video once to get an overview. Then, when you're ready to paint, watch it again, pausing when needed. Take your time, there's no rush. Just enjoy the process.

I used craft paint. I like craft paint because they're self-leveling (which means they dry flat).
-- CeaftSmart (Michael's brand) Teal Sea
-- CeaftSmart Lime Green
-- CeaftSmart Bright Gold

I also used Liquitex Titanium White, Primary Red, and Burnt Umber.

I used a white Posca Pen to write out "Love Grows".

Once you've completed your painted rock, allow the acrylic paint to completely dry before going onto the steps outlined Part 2.

Once you're completely finished, allow everything to completely cure (one to two weeks) before you varnish. I like to apply 2-3 coats. Make sure you use a UV protected varnish to resist fading from the sun. If you're going to have your stone outside, bring indoors in bad weather (rain, snow, freezing or hot/humid temps). Varnish makes your painted rock water resistant not waterproof.
