Scare tigers away from the trail
A big thank you to @Retired_Deer_Hunter for describing the trail's location!
I didn't make any lethal shots when scaring the tigers away, as it didn't seem to count. It also seems that you need to do this to five different tigers; my initial plan was to go to an active need zone, spook the tiger, quit the game, return to the same active need zone and spook the tiger again, but it wouldn't count.
