The Fillauer Expansion Arbors are designed to hold the sanding sleeve in place on the arbor while the grinding process is being performed. When the carver spins the arbor, it uses centripetal force to expand the arbor and apply pressure to the inside of the sanding sleeve to keep it from flying off the arbor.
