One way to eliminate a collision hazard - build a detour around it

It's almost 12 months since the work site detours were setup for the Fremantle traffic bridge project, and someone has finally woken up to the fact that there's a risk of collisions at one of the bus shelters along Canning Hwy.
The footpath that's being used for the detour is old, narrow, not suitable for bicycle traffic, it goes in front of a bus shelter and the bush shelter has a solid wall that blocks sightlines on the eastern side.
This footpath should have been upgraded (widened and diverted) before the detour was ever put in place. Yet here we are.
As I was riding past this morning, I spotted two rows of pegs that clearly seem to indicate that some sort of path is going to be built around the northern side of the bus shelter. It remains to be seen whether a permanent concrete path is built or a temporary gravel path.
Either way, it looks like the detour will be wide enough for two way travel.
I don't understand why it's taken 12 months of cajoling for Main Roads (or the contractors) to finally wake up to this hazard - surely this should have been picked up in an on site risk assessment well before the project started?
I'm assuming someone did a risk assessment..........
