Living along the typhoon belt, the Bicol Region has long confronted the realities of severe weather—conditions that have shaped both its vulnerabilities and its enduring spirit of resilience. In 2024, this reality was once again brought to the forefront by the successive impacts of Severe Tropical Storm Kristine (Trami) and Super Typhoon Pepito (Man-yi). Heavy rains, widespread flooding, destructive winds, landslides, and storm surges tested local capacities and underscored the urgent need to further strengthen preparedness, coordination, and resilience across all levels of governance.
In response, DILG Region 5 launched the initiative “Resilience in Action: Assessing Severe Weather Disturbances’ Impact on the Bicol Region and Leveraging Future Preparedness.” As part of this effort, a field documentation team conducted onsite visits and key informant interviews in selected LGUs that were severely affected by the disasters. Interviews were carried out with officials and stakeholders where valuable insights, lived experiences, and best practices in disaster response and recovery were shared and documented.
These stories have been woven into a multimedia production that stands as a testament to hope, courage, and collective resilience. The Audio-Visual Presentation serves not only as an inspiration but also as a practical guide honoring the proactive efforts of LGUs in building stronger, safer, and more prepared communities for the future.
