Описание: Vijay Bakaya is an Indian Administrative Service (IAS) retired officer of the batch 1970 who retired as Chief Secretary of Jammu and Kashmir Government in 2006. He functioned as Deputy Commissioner of Kashmir's Anantnag, Budgam and Pulwama districts and handled almost all portfolios as a bureaucrat and administrative secretary in the J&K Government. He was the Divisional Commissioner of Jammu under Governor Jagmohan when an armed insurgency erupted in Kashmir and the Kashmiri Pandit minority community was forced to leave the valley en masse. Bakaya handled their settlement and rehabilitation in Jammu. In Srinagar's Kanikadal neighbourhood his home was just a couple of furlongs away from that of the BSNL engineer B.K. Ganjoo who was mercilessly shot dead by terrorists. JKLF terrorist Bitta Karate, who admitted on DD camera to have killed 20 Pandits, also used to live and operate in the same area from Chotabazar to Kanikadal. After his 36-37 years of service, Bakaya joined Farooq Abdullah's Jammu and Kashmir National Conference (JKNC) in 2007. In 2009, he was elected as a Member of Legislative Council. In 2015, Farooq Abdullah appointed him as his Political Advisor. In 2020, Bakaya resigned from the JKNC and joined Syed Altaf Bukhari's Apni Party where he was appointed as a General Secretary.
